Ask for a new driver. If the other one you received has none of these issues, then its probably going to be bad. Most likely they received a huge stock of the driver and haven't tested it ...probably damaged in transit and then thrown in a box and sent to you."Sometimes I think the surest sign that intelligent life exists elsewhere in the universe is that none of it has tried to contact us."
