One of my many jobs I had in the summer while in college was as a forklift driver. It was in a Pepsi bottling plant.
After all the trucks were loaded, we had to "mop" the concrete floors of the plant. Laying down water and some really nasty industrial soap, we used to do doughnuts with forklifts. Made for some interesting moments since they steered in the rear.....where all the weight was.
That said, we also used forklifts to change light bulbs (instead of ladders) in the ceiling. I certainly don't see this as any more dangerous than doing that.

It's illegal to let someone ride like that. The metal pallet jack on the metal forks has a low coefficient of friction and can slide easily. If it goes out, the rider could fall between the forks and get run over. It's happened. So has flipping a fork truck while turning too fast, like doing donuts.
